Background and objective: Nowadays, drug-related crimes and the use of psychotropic substances has a negative and devastating impact on human societies and lead to the rise in crime commitment and similar social problems. Therefore, judiciary system and the police in different countries should prioritize to deal with it seriously and purposefully using the non-conflicting coherent laws.
Method: This is an analytical-descriptive study that considers the impact of conflicting discourses on police programs in drug fighting.
Findings: Results showed that coherence in criminal legislative policy as a key element in fighting crime, is not taken into account in crime-related laws and regulations, especially drug abuse and this leads to the failure of police programs to arrest notorious drug addicts and drug suppliers. Moreover, these conflicts result from numerous drug-fighting legislative bodies, traditionalism, lack of expertise and political considerations in the process of enactment of legislation that are manifested in conflicting discourses such as repressive discourse, managerial discourse and reform discourse.
Conclusion: With regard to the effect of drug-abuse conflicting discourses on police programs, a coherent criminal policy should be adopted and defined for the police so that it deals with the drug crime-related case immediately in place and does not wait for drug-related crime. To this end, it also should deal with the minor violations decisively in the regions of crime.
